Without having to worry about security, concierge, food and beverage and other services, illegally operating apartments can offer great rates to long-term travelers who wish to save a few bucks. The problem has garnered the most attention in Sydney but Melbourne and Brisbane (which have extra apartments) are now starting to feel the pinch.
