I suppose they were trying to save a few dollars - or it was the only place left. I wonder how the landlords get away with it, with regulations?

Most tourists (even youth hostel types) are from affluent countries.
Looking at the fact you mentioned in a different light, a lot of rich white tourists paid $60 million to live in Third World accommodations.
